興化市財政局 Description: 興化市財政局是市政府綜合管理財政收支、主管財稅政策、實施財政監督、參與對國民經濟進行宏觀調控的職能部門。具體職責是：貫徹執行財政、稅收、財務、會計方面的方針政策、法律法規、管理制度，并擬訂具體的實施辦法；編制本級預算、決算草案，匯總鄉鎮財政預算和決算；組織本級總預算的執行；提出本級預備費動用方案和本級預算調整方案；定期向本級政府和上一級政府財政部門報告本級總預算的執行情況；管理市級各項政府性基金、預算外資金及其財政專戶；組織實施財政國庫集中支付；監管財政支持項目資金的使用和運行；參與財政支持項目可行性論證和效益評價分析，提出財政支持項目資金預算安排的建議；受理預算收入退庫申請，審核并辦理退庫手續；管理全市會計工作；參與全市國有資產管理和企事業單位改制工作；指導全市財政工作。
市財政監督稽查局主要負責對市級機關部門單位、鄉鎮、開發區的各類財政財務監督檢查；對全市企業會計信息質量和中介機構執業審計質量進行監督檢查；對市級單位和企業地方稅費征繳情況、收入征收機關的征管質量進行監督檢查；監督稅收法規和政策的執行；負責擬定和實施財政行政執法責任制；負責財政稅收法制宣傳教育工作；承擔行政復議和行政訴訟的相關工作。
